Product development: why the app refuses
Every message the product development pages can show, what it means, and what to do next.
The app refuses a step to keep the controlled record true: a released document does not change by accident, and nothing is released with a gap. A refusal changes nothing; fix the cause and try again. Messages about signatures, signing authority, training and field ranges are the same in every flow and are explained in Signatures and common refusals. Messages about engineering change notes are in Engineering changes: why the app refuses.
